Installation of the IFP Tacite Code

- Objective :
- Tacite is a code developped by IFP (Institut Français du Pétrole)
in order to simulate all configurations of transient two phase flows observed
for example in petroleum transport. The Tacite 4.099 version has been received.
The aim of this task is, to install the version 4.099 of Tacite, to test
this version and writting a manual for a first use of Tacite.
